AB 1565

California Assembly Bill (AB) 1565 is a new law that went into effect on January 1, 2014. This law requires a school district with over 2,500 students to pre-qualify bidders (General and M/E/P subcontractors) for construction contracts awarded on or after January 1, 2014 if the total project value is $1,000,000 or more, and if the project is funded, in whole or in part, with State bond funds. In accordance with AB 1565, NUSD will utilize a pre-qualification process. Bidders may pre-qualify with NUSD by applying online.

SB 854

California Senate Bill (SB) 854 established a new public works contractor registration program, covering all public works projects, to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified projects.Bidders on all public works contracts must also be registered with DIR per SB 854.

NUSD Specific Bidder Pre-Qualification Requirements

NUSD requires pre-qualification of Bidders on projects over $250,000. In addition to completing the online pre-qualification form, the following items are additional pre-qualification requirements. These items will be uploaded at the end of your online application.

Medical Coverage

Contractor will be required to annually provide proof of Contractor’s medical coverage for all employees and their families showing that the contractor has maintained employee medical coverage in good standing for all employees for 180 consecutive days immediately prior to the submission of the prequalification documents OR prove that the Contractor has offered such medical coverage or the opportunity for compensation in-lieu of health coverage in recognition of the AR 3311(e) BIDS (continued) opportunity for employees to access health care through the Covered California to its employees within 180 consecutive days immediately prior to the submission of the prequalification documents. Additionally, contractors the Affordable Care Act (ACA) exempts from medical coverage participation cannot be excluded from the bidding.
 

Apprenticeship Programs

Contractor will be required to provide a Certified Statement of hiring from State of California Division of Apprenticeship Standards Approved apprenticeship programs. Contractor and subcontractors are required to provide a certified under penalty of perjury statement that the State of California Division of Apprenticeship Standards Approved apprenticeship program the prospective bidders are using has a yearly graduation rate of 50% or higher. Contractor and subcontractors with pass rates between 40-49% can petition the district for an exemption. Included in the request for exemption shall be a statement of reason for the need for an exemption.
 

Local Hire Policy

Contractor will be required to provide documentation that they will follow the District’s “Local Hire” policy, which mandates that the contractor hire a minimum of twenty-five percent (25%) of staff for any job classification with more than four (4) employees employed whose primary residence is, and has been, within the Counties of Sacramento, Yolo, Yuba, Sutter, Placer and El Dorado within 180 days of the issuance of the expected date of the Notice to Proceed for any district project.
 

Financial Statement

Bidder will provide current financial statement.

Surety Bonding Letter

Bidder will provide a notarized surety bonding letter stating the current bonding capacity.
 

Illness and Injury Prevention Plan

Bidder will provide a copy of the Illness and Injury Prevention Plan (IIPP).

Who is Required to Pre-Qualify?

This applies to the following license classifications:

  • General Contractors (A and B)
  • Mechanical, Electrical, Plumbing and Iron/Steel subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42,C-46, C-50 and C-51)

How to Pre-Qualify?

Natomas Unified School District has contracted with Colbi Technologies to provide a web-based process for pre-qualification called QualityBidders.

1) To get started, please visit www.qualitybidders.com, and review the following instructions (bidder’s application directions). The District updates the pre-qualification listing quarterly. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

2) Upload the following District Specific Requirements to your application. 

Pre-Qualification Periods

Bidders may submit applications at any time between deadline dates listed below. Applications will be reviewed and bidder will receive notification of status from the District after each deadline.

1st Quarter Update, applications submitted by last business day of March
Pool presented to Board at May Board Meeting
2nd Quarter Update, applications submitted by last business day of June
Pool presented to Board at August Board Meeting
3rd Quarter Update, applications submitted by last business day of September
Pool presented to Board at November Board Meeting
4th Quarter Update, applications submitted by last business day of December
Pool presented to Board at February Board Meeting
