District and School Program Improvement
Under the federal ESEA law, No Child Left Behind, districts and school sites receiving federal funding and that do not meet student performance goals are designated as “Program Improvement’. According to NCLB law, the goals for the percentage of students who score ‘proficient’ in reading and mathematics on the State tests (STAR) or Annual Yearly Progress (AYP) will increase each year until ALL students are proficient in 2014. As the AYP goals increase each year, districts or Title I funded school sites that do not meet these goals are given the status of program improvement and subject to various activities designed to result in an improvement of AYP.
