During a Special Board Meeting on Wednesday, September 29 the NUSD Board of Trustees unanimously passed a resolution to be able to hold board meetings virtually through at least the month of October. In accordance with AB 361 the Board of Trustees must vote on a month-to-month basis in order to extend the ability to hold meetings virtually. The CA Governor recently signed Assembly Bill (AB) 361 allowing local agencies to continue conducting public meetings remotely during a state of emergency related to the pandemic.
What does this mean for you? The new AB 361 requires that in addition to the eComment option that we have offered since the start of the COVID-19 pandemic, a second option for live public comment will also be made available, beginning with the October 13 regular board meeting. Please see below for specific information on both opportunities for public comment:

Individuals may submit a public comment via eComment at [email protected]. These eComments will be forwarded to Trustees, acknowledged during the board meeting, and be included in the board meeting minutes. We will continue to acknowledge eComments during the meeting by announcing the name and topic of the eComments submitted. The eComments that are acknowledged will not be considered part of the 20 minute live comment time (see below for information on Board Bylaw 9323) - Live comment
Beginning approximately 30 minutes before the start of the Wednesday, October 13 board meeting individuals may complete a google form here by submitting their contact information and the item they would like to speak to. A staff member will then call the individual at the designated time frame during the board meeting so they can give their public comment live over the phone. Individuals will be called in the order their google form submission was received. Please note that in accordance with Board Bylaw 9323 – Meeting Conduct, individual speakers shall be allowed two minutes to address the Board, and the Board shall limit the total time for public input on each item to 20 minutes.
On October 27, November 17, and December 14 the Board will hold ‘map consideration’ hearings and view draft maps for the transition to by-trustee area elections. Please see the attached flyer. We are not sure if we will still be meeting virtually or if we will be meeting in person by these dates, however, we want you to know that if you have your own proposed map(s) that you would like to share, you may email them to [email protected] and your attachment will be included as part of your public comment.

Durante una reunión especial de la Mesa Directiva el miércoles 29 de septiembre, la Mesa Directiva del NUSD aprobó por unanimidad una resolución para poder celebrar las reuniones de la mesa directiva virtualmente por lo menos hasta el mes de octubre. De acuerdo con AB 361 la Mesa Directiva debe votar en una base de mes a mes con el fin de extender la capacidad de realizar reuniones virtualmente. El Gobernador de California firmó recientemente el Proyecto de Ley de la Asamblea (AB) 361 que permite a las agencias locales seguir celebrando reuniones públicas a distancia durante el estado de emergencia relacionado con la pandemia.
¿Qué significa esto para usted? El nuevo AB 361 requiere que además de la opción de eComment que hemos ofrecido desde el inicio de la pandemia de COVID-19, una segunda opción para el comentario público en vivo también estará disponible, a partir de la reunión regular de la mesa directiva del 13 de octubre. Por favor, vea a continuación la información específica sobre ambas oportunidades de comentarios públicos:
1) eComment
Los individuos pueden enviar un comentario público a través de eComment en [email protected]. Estos comentarios electrónicos se enviarán a los fideicomisarios, se reconocerán durante la reunión de la mesa y se incluirán en los minutos de la reunión de la directiva. 2) Comentarios en directo
Aproximadamente 30 minutos antes del comienzo de la reunión de la mesa directiva del miércoles 13 de octubre, las personas pueden completar un formulario de Google aquí, enviando su información de contacto y el tema sobre el que les gustaría hablar. Un miembro del personal llamará a la persona en el marco de tiempo designado durante la reunión de la mesa directiva para que pueda dar su comentario público en vivo a través del teléfono. Se llamará a las personas en el orden en que se haya recibido el formulario de Google. Tenga en mente que, de acuerdo con el Reglamento 9323 – Conducta en las reuniones, los oradores individuales tendrán dos minutos para dirigirse a la Directiva, y la Directiva limitará el tiempo total para los comentarios del público sobre cada tema a 20 minutos.
El 27 de octubre, el 17 de noviembre y el 14 de diciembre la Mesa Directiva celebrará audiencias de “consideración de mapas” y verá los borradores de los mapas para la transición a las elecciones por área de fideicomiso.
